Consumer data sales and permitted transfers
Vietnam’s Personal Data Protection Law prohibits buying and selling personal data except where a law provides otherwise. Permitted transfers are a separate legal category; a consent timestamp does not by itself establish a lawful exception to the sales prohibition.

Eight fields for your own consumer records
This field structure describes information in a business’s own consumer records. It is not an offer of a downloadable consumer list. The structure update date does not change the original opt-in timestamps in those records.

Consent for the business sending the message
An opt-in to DB To Data does not automatically authorise messages from another brand.
The underlying notice and consent wording define the sender, purposes and any authorised data disclosures.
Records without the required sender permission are not eligible for that campaign.
WhatsApp registration is separate from permission. Your own customer list needs the permission covering the business and intended communication, together with a record of withdrawal and suppression.
Business-initiated conversations on the WhatsApp Business Platform use approved templates. Outside the 24-hour customer-service window, an approved template is required. Template approval and recipient permission are separate requirements.

Messages to your own permissioned customers
Retailers can share agreed product announcements, food businesses can send requested promotional updates, and home-service teams can discuss appointments with their own consented contacts. The business’s actual permission defines which messages can be sent. A purchase or enquiry alone does not establish unrestricted marketing consent.
Source URLs and timestamps identify the recorded collection context. They do not by themselves establish a legal exception allowing a consumer-data sale.
